Owls can only turn their heads 270 degrees so your "360 Degrees Owl" headline doesn't work. The comic is fine since the owl only turns it head 180 degrees there.
I mean, if they can turn 270 degrees in either direction then I suppose they can cover 360 degrees, just not from resting position.
I really doubt they can go 270 degrees in either direction.

That's still not 270 in either direction, that would be a total of 540!! That's seriously exorcist shit
I know it's not a scientific paper or anything, but a quick search led me to Smithsonian Magazine's article:
