While it can actually detect people that are using the invisibility cloak, the fact that the cloak can be used anywhere makes it more useful and more powerful overall

Not only is it limited to Hogwarts, also limited within Hogwarts. I haven't read the books but on the movies the map couldn't see people in the room of requirement, and I'd bet there's other shielded locations too
