I guess the metric is more about a best case scenario (meaning they assume no traffic and only one individual's transport needs), not about public transport.

This year’s index has a new Technology Adoption sub-index, which assesses how prepared a city is to embrace technologies like artificial intelligence, autonomous vehicles (AVs), and air taxis.
Looks like the study isn't really about public transport. I was surprised that San Fransisco got to the first place too. But, skimming through the article it looks like the study focuses on "technology adoption". San Francisco got the first place simply because it added robotaxi. NGL, that's dumb.
It's not that good of a study IMO
