Damn, I've actually never thought of dragons and kobolds to be different races, not different species.

One would assume dragons the giant ageless creature can't natively breed with kobolds.

Much like with humans the dragon needs to involve magic and polymorphing to get a kid with the other species.

There's also the fact race has been the term DND uses to describe species for like 40+ years. That could be the source of you thinking that way with out realizing it.
