I think I used an Apple ][ through the gifted program before we got a used Commodore 64 at home, but I spent more time on the C64. Taught myself to type and to program in BASIC.
HTML doesn't "run". It's not a scripting language, it's a markup language. All it does is mark sections of the document for the browser to display.
CSS is the rules for how to display the marked-up document. Even when CSS is not defined for a document, the default stylesheet of the browser is used. It's not an interpreted language.

Eg. The median rent in Chicago is about $2K\mo right now. But you can live an more economically depressed part of town and get a one-bedroom for $1.1K or a three bedroom for that same $2K and split that with two roommates.
I'm not OP and her proposal isn't perfect, but this particular critique just doesn't hold water when she specified the median housing cost.
