That's specifically development funding. The hosting cost/funding is separate on an instance by instance basis, most likely the majority of funding comes from whoever owns/operates the instance.
If you do it at least semi regularly it isn't really itchy (at least in my experience)!
I have that for my deadname account, but I had to put a number in my post transition gmail account. I do have firstname@lastname as a personal domain though some sites don't like that.

--password-store=basic
The line for my chrome setup for some public computers at work is:
Exec=/usr/bin/google-chrome-stable --password-store=basic %U
So you'd just need to replace the file path to your chromium path and it should work.

As someone who had 1.6mbps dsl for a long time (up until 2018), it is plenty for streaming audio. It'll do 480p video pretty well, and depending on bitrate can sometimes do 720p. Multiple users for video streaming is impossible, but should work ok for audio.
