If I remember right Dragonball Z Kai only got made because the creator wasn't yet ready to make a new Dragonball anime yet at the time.

While yes higher resolution and better aspect ratio can be nice, Dragonball z was known for having filler in the anime. It was the meme, that they would take almost entire episodes, screaming and powering up.

Realistically it does probably does take time to power up from super Saiyan 1 to super Saiyan 3. That' s a lot of power being transferred.

Were they able to change it to 16:9 with out cropping the top and bottom? I can't remember. I'd rather have 4:3 if it means I get all of the picture

It was cropped out. Possibly missing detail and contrast from the original animation.

I was afraid of that. I know that's how the old Z 16:9s were. I would never knock anybody for watching in any format, but my brain can't get around the fact that something is missing

Some frames for Kai were redrawn for 16:9 but suposibly not all were. Many frames were "remastered" for 16:9 but with some inconsistancies. Dragonball Z Kai had an interesting developing history in general.
