Printing money is a nessesity to ever State.
Without it they dont function and cant provide esential servises to there citicens, just find me one that dosnt print and is nice to live in.
There is also no downside to it, if you keep it under control.
You seem to have a fundamental misunderstanding of monetary systems and methods of governance. You do not need to print money to provide those services, tax revenue is more then enough to cover all critical infrastructure and support systems.

I doubt I'll convince you here but i'd encourage to to take a deeper look at why you believe this. As you do keep in mind that many foundational aspects of mainstream economic theory have been proven wrong by other scientific disciplines such as psychology.
