Step 1: cut healthcare funding

Step 2: watch healthcare system flounder

Step 3: criticize the system for being incapable of meeting healthcare needs

Step 4: cut funding more

Step 5: watch system implode

Step 6: privatize even though no one wants this

Step 7: record shareholder profits!
