It's an energy saving device from 1993 which connects inline with the monitor's power cord, and also inline with the keyboard. It cuts power to the monitor when no keyboard activity is detected for 10-42min (Adjustable with DIP switches)

I watched more of that video than I thought I would! I don't remember these at all (80s kid here). I think we got into the habit of just turning off our power hungry monitors all the time.
