It’s very unusual what the judge did. It means the prosecution over charged and couldn’t prove their case. The charges should be dropped or a new trial.

I don't get why they didn't just rule a mistrial. Did the judge wanna get him convicted so bad that second charges were needed?

That is exactly why. They want a conviction, but that isn't how it should work.
