!math@lemmy.sdf.org, for example. Doesn't appear in the Communities>All page. I also tried to look up the webtoon community that is hosted here in lemmy.sdf.org (Communities>All again), and it doesn't appear. Why is that the case?

It's the nature of federation, and unfortunately community discovery right now is an issue in lemmy that is actively being discussed. If you want to federate in a new community, search !community@instance.com in the search bar and wait for it to appear. Doing so forces your instance to federate that community over.

Basically each community that's remotely federated has to be done so manually otherwise lemmy does not know they exist. Linking to the community on your local instance while logged in in the search screen will attempt to establish a federation connection to that community and will pull in old posts as it can (to a degree, it does not pull the entire backlog). It's strange and annoying, but solutions are currently being figured out.

You sometimes to have to refresh for it to show up. It's likely due to OP federating it in :)
