What would Trump and his gang do differently if they were Russian agents? Nothing except maybe be more discrete about it.

They're doing more damage to America than any of our enemies could ever dream to do.
To be completely fair, the US DoD is absolutely full of useless contractor positions and various departments & subdepartments that do nothing.
When I was in the Army I could even say that there were offices that did virtually nothing and were overstaffed. Not as common, of course, but this is a very real phenomenon in the government.
