Why do they need to be encouraged?

All farmers are encouraged. Most countries use money. North Korea is using an opera show.

So are those farmers employees of the state or are they farming their land?

This false dichotomy brought to you by Capitalism. It's easier to imagine the end of the world, than it is to imagine the end of Capitalism. Capitalism, it's what plants crave. Get your Capitalism at any of our convenient globally distributed military bases*. We have over 600 locations worldwide, so you're never far from that Capitalism you crave.

*Conditions may apply. Capitalism is known to the global majority to cause mass starvation, homelessness, genocide, and ecocide. Any collateral damage caused by Capitalism cannot be attributed to Capitalism. See participating markets for details.

How about explaining it, if you know it even, instead of your word-diarrhea?

Workers in countries without private property and profit neither work for the government nor own the farm/factory they work. Your question is a false dichotomy and cannot be answered.

There was a typhoon and a lot of destructive flooding recently that is affecting food supplies.

Here's a quick description.
