Totally fair, but also crappy for bikes and it's good for staying away from anyone walking
Mountain biker here, a primarily bike path would have a deeper rut in it cause of the way tyres sink into the earth. Also, no tyres tracks visible. Probably would have some bikers, but not its main purpose, I'd guess.
