Honestly, one of the smartest things they could have done is just not release it on PS4. It was an unnecessary amount of effort to make it run, and even when it was running as well as it could, it was substandard experience due to the hardware.

Cyberpunk should have been delayed for another two years
After the first patch, it worked well enough on everything but PS4.
