That one's a side-quest dungeon with a fixed layout. For the "By Three They Come" quest, judging by your quest journal.
Ah! I think it was indeed, I assumed these were also randomly generated. It even kinda makes sense that it's the same thing three times in the "By Three They Come" quest! I take back my roast of the random generator then.
Especially because it's shown in opening cinematic. So can't really random
