I think the DLC governments and races can appear as AI empires. It's just that the player can't play as them, they don't have their full mechanics unlocked, and they lack all the events associated with the DLCs.
By the way, if you only have the base game, I suggest you pirate it for the full DLCs. You can still subscribe to mods in the Steam Workshop through your legit copy, then play with those mods in the pirated full copy.
How do I pirate the DLC, as in where do I put the pirated files?
You'll just install a pirated version of the base game, and then install there the pirated DLCs. Do not install them in your Steam folder or in your legit copy's installation folder.

Wherever you get it from. When you run the pirated launcher, it should detect your steam workshop items, as well as all your saves. That's how I play Paradox games now, since I can't afford their crazily overpriced DLC
