It seems odd to me that it's not banned outside of medically necessary situations or for when the person has informed consent.

I was with a dude once whose foreskin was super tight and couldn't even be pulled down when flaccid. I normally have no opinion about it one way or the other, but for things like that it might be a good idea to get cut.

I think the topic was supposed to be about babies and children. Anyway, surgery is an option, but not the only one.
