That's an interesting idea...

Congress has passed laws mandating that the money be spent on certain things.

Federal Administration refuses to spend the money that's allocated, so the State Administration withholds that amount from the Federal taxes collected, and steps in to spend the moneyon those certain things instead, bypassing the middleman.

But of course our Federal taxes are paid directly to the Federal IRS, so there would be problems with that.
