Palestine didn't have a centralised government yet, just a bunch of nomadic tribes. Citizenship as a concept didn't exist yet. It was actually the Jewish refugees moving into Palestine who invented the idea.

I think there was, but the kind of people who vote to partition a sovereign nation usually don't. They usually just do whatever they want and shoot whoever disagrees.

I'm not really up to date on my biblical history so I'm not sure what happened when the Jews travelled to Palestine. I think they made a golden calf and Moses smashed some tablets, but I'm not sure what happened for the next thousand years.
