She's watched six kids leave and been killed. She wants you to survive, and if you don't want to stay, you must know how to defend yourself. She can't even kill you unless you purposefully run into her bullets.
Using magic to beat up a child is mean even if you're careful not to kill them
And denying them candy is basically the same as starving them. We're talking about a world where even the foliage tries to kill you.
