what kind of circuit is that?
Maybe the star configuration of a 3 phase motor in a PEN (neutral and ground over the same cable) electric system
Doesn't PEN mean they are connected at the breaker panel? Connecting them at the motor would make any GFCIs and stuff useless
It would come as one cable doing double duty. Its an older kind of network and as far as i know no longer in use since it lacks safety features.
