all dams should have them and all fish should be free to move the water that is their home
Problem is that predators have learned to wait at the entrance and exit for easier meals
the predator factor is acceptable
the salmon that make it through will create hundreds of new salmon.... even if only half made it beyond the ladder to reproduce, it's better than none
