If you go into c/traaa on lemmy.ml you can see that every post has one downvote on it, so there's one person regularly coming into c/traaa from another instance and downvoting all the posts lol (hexbear.net)

Downvotes on instances without downvotes aren't federated. If they're showing up from a lemmy.ml account, they're from lemmy.ml users
