Will I be able to walk into a medical dispensary like Rise on December 7th and buy a joint? What will the situation look like by then?

It's saying the division has to start issuing licenses for the following categories within 9months.
I don't see anything about licensing non commercial growers here...maybe they're considered class 2 or 3? I only see class 1 listed.

I assumed the first bullet point was what dispensaries need to sell recreational, but I’m not entirely certain.
