What is turbo mode?
It's a way of enabling a "single page" user interface:

Personally I don't use it as it seems to conflict with some extensions I use.
You can currently enable it via your Setting panel:

but as Ernest mentioned, the setting to enable/disable Turbo mode will move to the sidebar.
By the way, I assume:
should read "make it accessible even when not logged in"
I've enabled it, have to admit I've not noticed a difference when using the PWA - but I guess that's the idea. I'll take it on faith that it slightly faster & more responsive!
Site feels smooth now, top and side bars don't move when navigating between pages.
Agreed. I've also noticed a few bugs, but they will be corrected over time.
