Based on one of the greatest video game series of all time, Fallout is the story of haves and have-nots in a world in which there’s almost nothing left to have. 200 years after the apocalypse, the gentle denizens of luxury fallout shelters are forced to return to the irradiated hellscape their ancestors left behind — and are shocked to discover an incredibly complex, gleefully weird and highly violent universe waiting for them. To make what was shaping up to be a way too long answer, very short: that figure is exaggerated but their point still stands. People with a 4k capable device, and internet access that allows streaming 4k, are very, very far from representing the majority of people with an internet access. I'd argue they're even very far from the majority in "rich" countries

That's sort of beside the point though? I can't see how the cost of making the trailer in 4k makes even the slightest dent in a project of this magnitude. I mean, the source video already has to be 4k (or higher) so they're intentionally rendering at a lower resolution. I can't think of a single reason that would reasonably explain this.
