Mostly intentional. There are others that are 100% intentional from the beginning. This one is a circumstance and a boss with a sense of humor.
From the article, they expanded the building, taking away the space for the C. Rather than move all the letters, he decided this would be funnier.
That makes sense. If you look at the bottom-left corner of the window overhang, you can see that the wall extends out in-front of the window a little.
The first 2 paragraphs of the article explains this was intentional.

I've gotta respect the dean for approving that.
Architecture deans love this kind of shit. My old alma mater had the college of architecture building intentionally half finished, and then sealed with glass where appropriate. As a result, you can see into the wall, the floors, the ceilings, even the exterior walls in places to constructively illustrate the principles being taught.
My understanding is that the professors like to joke that exams are "open book, open note, and open building"
