There's lots of good resources online that you can dig into if you're interested, but the highlights are as follows:

THCa is non-intoxicating and naturally produced by the plant
When heat is applied (decarboxylated), the THCa turns into THC that we're all familiar with.
Because of the 2018 Farm Bill, anything with less than 0.3% THC by dry weight can be considered hemp, and is therefore legal federally.
THCa doesn't count towards this amount because it's not THC.
