Usually those are just a light sensor or a motion sensor set to a specific distance. Glitchyness is caused by it not seeing the right amount of light or distance set wrong or batteries being out of juice. Depending on the model you can change the program settings.

These are public restroom toilets. Are you sure a casual toilet sitter is qualified to change the program settings?

Usually it's the maintenance person(me) doing the adjusting, but Google the module number on the side of the flush/faucet and it will tell you how to change stuff
