I downloaded a map from geofabrik.de and got it as a pbf can I somehow convert it to a PDF. Or is there a website where you can download OpenStreetMap as a PDF.

It seems like this website works. It didn't prompt me for a login but I didn't test it to see the end result. Might be worth a try.

Sadly, don't work for PDBs over 100mb

Have you taken a look at this wiki page yet?

Depending on what you need one of the suggestions there may be helpful.

There is also documentation about PBF files as used by OSM if you want to do something more unusual that needs custom coding.
