If you know the context of each time the word police is said, you might understand the sentence better.

Due to the restrictive clause the only proper punctuation is the ending period.

James, while John had had "had", had had "had had", "had had" had had a better effect on the teacher.

I think reading it where the stress falls on the words in quotations can also make it slightly easier to understand.

Oh, that example, I totally agree. I was fixated on "Buffalo buffalo Buffalo buffalo buffalo buffalo Buffalo buffalo." Strangely, commas don't work in that one.
