This is not a good thing.
A member of one cartel (in discussions with US authorities to turn himself in) kidnapped a member (ex-leader??) of another cartel and flew to El Paso to turn himself in. Definitely a less violent ending than usual.
The only US involvement was discussions with the first man. It sounds like the US had no idea either were coming.
