It is absolutely made for macadamia nuts.
I agree that the notch is purposeful. I can only assume that it’s just a means of getting leverage for stubborn shells.
A lot of these have those holes too. I’m assuming people hang them up?

Probably not very effective but because I don’t think it was purposely designed for that and I felt like saying that was kind of leading? I dunno. When you make me explain it it seems dumb 😂
It was hard to get a good photo, but you’re right; the little tab of the would be broken keyhole is intentional tapered like the main point on the tool is.
I thought maybe it was supposed to double as a bottle opener but could not figure out a way to use it as such. The main point is reasonably helpful at opening a soda can tab if that’s something you need help with.
pop-top opener?
Could be a cheap can opener, similar to the ones used in military ration packs. It is lacking the typical fold out sharp blade so perhaps not, or it's been adapted from that tool by cutting the blade part off. Pic of the tool below
