This seems like something a couple of tyrannical stoners would come up with.

Stoner 1: “So dude, we like need to stop people coming across our borders, but like the courts keep telling us we can’t to that because people have ‘rights’ and stuff.”

Stoner 2: “What if we like made it where they HAD to be all on military land to do it? Not much, just enough so that we can say they did and make the punishments like WAAAAAY worse?

S1: “So like build bases? Wouldn’t that be expensive?”

S2: “Naw man, just like declare it. That way we can can just do whatever we want and not actually have to do anything!”

S1: “Fuck yeah! Lemme send it out on Signal and go grab some Funyuns!”
