Based off the title I would assume it's what should you do with $348b. That's about how much cash they are sitting on currently.

Buy a fleet of Dakar capable Ambulance rally trucks, more transport helicopters, tanks with water cannons, a floating hospital cruise ship, more disaster relief shelters, stronger building regulations, legalize weed, crack down on hard chemicals, build better roads then buy myself a self sustaining futuristic hammock.
