I thought the first cake was cats, and it was a trick to kill everyone at the kennel club. Your way makes more sense.
I like to imagine Tommy Gun guy realized there'd been a mistake, but remembered the English bulldog and decided to open fire anyway.
The guys who gave him the cake dodged a bullet (pun intended)! Apparently this assassin indiscriminately fires on everyone he sees rather than targeting an individual.
The mob guys in the back looks like they expected the tommygun to shootup everyone in the room and....... they are in the room.
Maybe they were intending green guy to be more discriminating, but he planned to double cross them. Or just another layer of miscommunication on top of the cake mixup.

pretty sure he's been in at least one more strip, too. looks like a few of the gangsters are recurring chars that other one is in both of these too
Wasn't expecting lore! I tried to find all the mobster comics PBF did, but I could only find these two since the characters' names are the titles of the strips.
On closer inspection, the red-haired women who's the witness is one of the victims in the OP comic. Guess he didn't kill her!
