Many companies have a referral bonus if you submit someone's resume and they are hired. I think the point Publicola is trying to make here is - should we really be giving bonuses to someone who already makes $300k or more?
I imagine the article wouldn't really be a headline if any random SPD worker had referred someone and gotten the bonus.
