As a disabled person with student loans, I sure hope these actually help. I'll have to pay out of my private disability insurance payments, and they are not a significant source of income. Income-based repayment is better than nothing, but not by a whole lot when you can't actually earn a real income.

Their new argument that they have the authority through a different law seems more ironclad to me.

As if, and this is total speculation on my part, spending their time on the obviously-gonna-fail one was a way of stalling to make the real forgiveness happen right before re-election
