linux distributions generally don't develop 'their' ui and all distributions worth using generally provide a large number of compositors, wms, or des to choose from.

essentially you just need to find a reasonable linux distribution based on repositories and package managers and set up the ui elements as you like. sddm and plasma are a reasonable starting point

while some people claim that arch is more difficult to use or requires additional troubleshooting, it is really very similar to the vast majority of other distros, especially if youre looking into in-depth customization of the desktop. arch and fedora have excellent package managers and expansive repositories. opensuse and ubuntu are also fine.

A device that can't run a normal desktop environment/compositor/wm just isn't worth keeping, if it can't run plasma, it can't run a browser or anything useful either (and you can get a 10 year old laptop/office pc basically for free).

Ubuntu LTS base is not suited for desktop use. Being lightweight also just seems completely unnecessary as a 'Windows 10 replacement' OS. Just use Fedora or Arch.

arch or fedora, opensuse tumbleweed is fine though zypper is pretty bad. not using fedora or ubuntu due to the company behind them just seems really stupid to me.

endeavouros isnt a real os, its basically just an arch installer with persistent theming and some pointless additional packages (the welcome application and stuff like that)
