Wait for the alcohol to dry completely before starting.

Also for the thinner, you'll probably need to do more coats than usual but since the coats are thinner they'll dry faster than doing a thick layer. Make sure each coat is dry before doing another or itll smear, if it smears you can try licking/wetting your finger and quickly fixing it

Couple of questions

Are you sure your toes were completely dry? Did you apply lotion after the shower?

When you say it wasn't applying the way you expected, what do you mean?

General advice: use some rubbing alcohol to wipe your nails clean before painting and keep nail polish thinner handy for easier application (do not use remover as a thinner, it doesn't work the way its supposed to)
