The lies trying to save face when problems were first disclosed shows a massive difference in culture. SpaceX livestreams blowing up rockets. Boeing dismisses and delays when there is a problem with their ship.
If I had to guess it was probably done due to expediency. Starting something like this from scratch is going to take a lot more time than outsourcing. This program got implemented pretty quick. I agree though, longterm it is excess.
Using the name before deciding on it is definitely a critical part of picking a good name.

The tech has been known for decades. It just needs clean hydrogen. You can either go the hydrogen fuel cell route, or combine it with CO2 to make liquid fuel, but the source of hydrogen is the crux of the problem.
Every time the carbon tax goes up, the gap between electric and natural gas closes.
But heat pumps are much more efficient than electric heating and a much cheaper source of heat.

I work in R&D and we definitely see a stark difference between Canada and the US. US companies are more willing to invest in their employees and Canadian companies are more interested in cutting costs. We are hamstrung by our shortsightedness because we can't compete with China/India on cost and we can't compete with the US on productivity as a result.
Yeah, they are a similar post war problem as landmines which also have a treaty that the US has not signed.
