the chemical sludge was filled not only with the commonplace byproducts of sand, silt, and water, but also accelerants used to set the grout to build the tunnels.

Why would a grout accelerant burn people?

Cements and other pozzalanic materials also tend to be very alkaline. Industrial dumping of waste concrete can create a huge environmental hazard.
