It's possible that the products you are using don't work well together and are flaking once dry. I think this happens when one product is negatively charged and the other is positively charged. This is why some people prefer to use products from the same line since they are often designed to work well together.
It's hard to give specific advice without knowing what your hair is like in it's natural state. Is your frizz caused by humidity or do you think the frizz is caused by scrunching your hair and the products not holding your hair well enough?
