MODERATORS
The Democrats technically had control, but it's only with the consent of a few "Democrats" who didn't want to go through with protections. They didn't have enough control to actually pass legislation that Manchin at least didn't agree with.
You clearly don't really know what you're talking about and are just repeating things other people have said.
