The core thesis here is incorrect. Israelis are not apathetic, they are ethnic supremacist settler colonists. They get pissed off and demand more blood and domination of the colonized so that their feelings of superiority and security are completely guaranteed. They want more destruction of Gaza. Netanyahu's approval ratings went up after invading and bombing Lebanon. They broke a rapist out of jail and paraded him around on TV, loudly announcing, literally, that this is okay because it is Israeli forces doing it to Palestinians.

The "liberal elite" mentioned by the author are part of this. They don't just tolerate it, they are also the ones on the street. They aren't apathetic, they are racist.

Imagine calling Southern whites "apathetic" because they supported Jim Crow violence but got upset about every (often false) accustom of violence on a white person by a black person. Imagine calling Southern Whites picnicking at a lynching "apathetic".
