What is a ruin? We’re running off of “You know it when you see it” at the moment. Ruins should be non-functioning structures of some age, or their function reduced to tourism and the like.

Not sure - if I had to guess I'd say installed or reconstructed later. It looks like it's somewhat contemporary - definitely the railings are, at the very least.
They were terrace farms with modern steps, there probably weren't stairs but rather ladders as is common in Peru with the benefit that if you pull up the ladders ascending the terraces is not as easy as it would seem given the fact they could hurl rocks on you from either side.
Multipurpose farms, that's pretty rad
