They trusted Russia. Fatal mistake.

America has fulfilled the terms of the agreement.

Ukraine wanted specific security guarantees from America but did not receive them, and Russia obviously just violated the whole damn thing.
That said, in the spirit of the agreement we should give them some of our old nukes, we aren't using them.
I don't know how to tell you this, but America isn't at war with them.
