What the hell is that ceiling made of? Cotton wool? Sound proofing foam?

Whatever that stuff is made of it will have a soundproofing effect (perhaps that's its purpose?).

Also, in the UK that's actually pretty cheap for a 3 bedroom terraced house these days.

Sound proofing foam if you are lucky, cotton wool, toy stuffing, etc if you aren't.

Apparently, this was a social media trend a while back and people who have tried to clean those kind of ceilings have found them infested with all sorts of insects.
